Candidate for Mayor of Chicago, Dr. Patricia Watkins joins us tonight to share her vision for Chicago.    This show has two parts and both are extremely important and necessary to the well-being of the residents of the City of Chicago. While the city hovers on the brink of who will be the next mayor and the makeup of the city council, it is also witnessing a disparity of award contracts. Where are the construction jobs for our communities?   We delude ourselves if we think that change can be achieved after February 22, 2011 -- without organizing the direction now.  A major part of the challenge we must accept is that of redefining the functions and operations of all levels of contract procurement.
