Scott Voigts is the Mayor Pro Tem of the City of Lake Forest, which he proclaims is the doorway to the rest of South Orange County. As a South County elected official, Mayor Pro Tem Voigts is really able to attest to some of the deficiencies and opportunity gaps that South County cities are currently facing.
