An In The News Podcast on ITSPmagazine With Sean Martin and Marco Ciappelli Guests: - Charity Wright - Luigi Martino In today's episode of In The News, we explore a topic that, ideally, we wish we didn't have to discuss: cyber/physical wars. The truth is that this is the world we live in, and we must face the issues we created; hopefully, we can resolve these issues before it is too late. It can be easy to think of "cyber" existing in a different dimension from the reality with which we are familiar. Instead, it is a dimension that we get to interact with daily with computers, devices, apps, browsers, and social media. These worlds are converging to a point where it is becoming difficult to distinguish between them. But, are there two dimensions? If so, are they becoming one? Or was there ever only one? Regardless of the philosophical aspects—which we will probably address soon in another episode—how does this new hybrid reality change the way diplomacy acts, wars are fought, battles are won, or lost? With our guests—Charity and Luigi—we explore the wild intersection of the underbelly of the dark web and the "above-ground" geopolitical environment. In both, nation-states and cybercriminals are overtly and covertly looking to gain a foothold as a means to win the everyday fights—but, ultimately, to win the war. Sometimes this war crosses over to target physical environments (power grids) with technical means (cyber weapons). Recently, we witnessed a case where physical weapons were used in response to cyberattacks by their opponents. This response raises a ton of questions regarding international law, morals, and ethics. Was it an appropriate response? Do we know the full context of the situation, or do we get presented with a politically-defined reality by the media that could sway our view for what happened? While the acts are pretty well defined, the positions on whether the response was appropriate may not be as easy to determine. Today, the most significant challenge lies in that the existing laws at the international level may or may not suffice to have a code to which we can refer, leaving us with no central place to agree upon the rules with which we react to acts of cyberwarfare. Sure, there are some materials available from the physical space that could apply—but do they account for all of the nuances cyber brings with it? Two separate factions face each other on this topic: one that believes that existing international laws can be applied effectively to the cyberspace and those that invoke the need for new rules for new games. To add some additional complexity—as if it was not messy enough—in cyberspace, it is easy to hide, impersonate, and avoid association with what could be not only an act of war but also a war crime. It sure is a complex topic. It's not one we will solve in our short chat with Charity and Luigi. Still, it's a topic that needs to be brought above the water line and discussed publicly amongst many different governments, alliances, and all sorts of experts.
